I used to use lilo as a boot loader, and when I wanted to boo the
kernel in safe mode, I could start it with, eg, 

 > linux -s

Now I have grub and am not sure what the equivalent is.  I can edit
the options passed to the kernel, but don't know what to use.  What I
need to do is enter runlevel 2 or 3, not 5, since X isn't starting.
But I can't edit /etc/inittab unless I can boot into a lower runlevel.

So if anyone knows how to set the runlevel via grub or kernel option,
or how to boot in safe mode via grub, please let me know.
