There is no real cost effective provider that could be used for sms in
that volume. 

Its easy enough though to use a cheap nokia phone connected to a Linux
box via a data cable to do both sending and receiving with http
integration. I made one a while ago that did http/snpp/smpp to a small
group of nokia phones on usb data cables :)
