They used to cost more per port than a basic IP phone, but if there is a lot of re-wiring to be done, it may still be worth it. If your existing plant is wired with category III cable, you can support 10BaseT, which is still plenty fast for a single IP phone. PoE can work with only 2 pairs if you use a powerd switch. It's a bit of a dirty hack, but it saves a lot of trouble. You would have to change the jacks, but there is no wall work to be done.
