I think Tucows should either stop people from taking
someone else's test for them (this wouldn't work
for driver's licenses would it?) or simply stop requiring the tests.

My feeling, which has no bearing on how Tucows runs
their business, is that DNS can be powerful and screw up somebody's 
business / bread and butter. For _that_reason_alone_ there should be
a minimum requirement for computer literacy if you are interacting
with these settings. There's no need to rush into things
and get an NSI reputation with a few prolific failures. 

That seems like good common sense.

I *personally* think that if someone can't pass the rite test
they should simply outsource the capability. This can achieve both ends
and it's not like you can't get $12 domain names through a regular 
web interface. Don't we have enough Crazy Eddie's out there eroding
the value of domain registration services (a la http://www.Regland.com )

Hey, maybe I can get someone to pass the MCSE for me so I can sell
my services as an MCSE and play with people's networks...

I absolutely take issue with terrible websites with no support
that utilize the OpenSRS brand because that affects me.
If you are running a terrible site with no support because you
don't know how domain names work, just don't use the OpenSRS logo.

I would prefer that putting the logo on my website notch up a customer's
perception that they will be well taken care of by my staff.

Ultimately, of course, the decision resides with Tucows, and past
history shows a strong record of good decision making. To me it seems
like short-sighted opportunism that could be dealt with better, but 
I lack the benefit of a wide-angle view.

My personal opinion: I object to such a service because the test at least
requires the RSP to demonstrate a basic level of competency. If they can't
pass the test on their own, the should NOT be RSPs.
