That's actually one of the reasons for having an offsite secondary.
As many small businesses running off of DSL Networks last month
learned, having an offsite dns server can be vitally important.
I also doubt that the users will use 4,000 zones each, but the
capacity is there if they want to. I've set the max users at 10, when
in reality it could easily handle many many more users.
