Expired Domain Renewal

I know of at least 2 websites (not OpenSRS) that will renew
domain names for less than $7.  However, if a name has already
expired (but is still within the 40-day grace period) has OpenSRS
decided whether they are going to allow the name to be renewed
by another registrar?

I have a domain name(s) which has expired (but is still within the
40-day grace period);  is there a reseller out there who can renew
the name(s) for $11 or less?

I don't remember who the original RSP was (and don't really care -
his prices were higher than the renewal rates currently being offered.  
This would be an RSP to RSP transfer...who sends the email to
OpenSRS Support for the RSP to RSP transfer (the Reseller or
the Registrant)?
