There is no security risk involved with phpMyAdmin as long as you
properly secure the location you will be running it from. But his
concerns may be associated with your RAQ.
For example, I have an .htaccess file that requires a username and
password, as well as an IP match. If my IP has changed (doesn't
happen often on my cable modem, and never happens on my wireless
sprint connection) then I just ssh in and change the access list to my
new IP.
I don't know how easy/hard it would be to get your RAQ setup to do the
same, I know they heavily modified things from standard, and doing
things manually are usually not an option on them.
Perhaps another RAQ user can give you some tips on implementing the
above.
