Since when can someone transfer an expired domain?
I believe it depends on the registrars involved and their business rules. The domain never "expires" at the .com registry because of something called auto-renewal. So the registry doesn't care, but the gaining and losing registrar might not let it go through.
A transfer adds a year so it is in effect a renewal.
