La Chine sera désormais l'un des premiers partenaires économiques du
Bénin
« Je crois que mon pays possède du pétrole car il appartient au même Golfe de
Guinée que le Nigeria, le Congo,
le Cameroun, le Gabon et la Guinée. Nous devons aller très vite pour le
trouver et l'exploiter ».

Il n'est plus permis d'en douter. Les béninois ne se sont pas trompés en
portant massivement leurs
suffrages sur le Président Boni YAYI. Après
avoir affirmé son ambition de faire du Bénin un
pays émergent et économiquement performant,
le Chef de l'État Béninois ne ménage pas sa
peine pour faire de son rêve et des aspirations
de tout un peuple, des réalités tangibles sur
lesquelles il pourra compter pour regarder,
comme il l'a promis, chaque béninois dans les
yeux à l'heure de son bilan. Pour réduire la
pauvreté qui n'a que trop malmené ses
compatriotes, Boni YAYI travaille à la création
des richesses qui ne peuvent provenir que d'un
secteur privé performant, compétitif et
mutuellement rentable pour les investisseurs et
le Bénin . Toutes ses actions (diplomatie, bonne gouvernance, assainissement
de l'économie, promotion
des investissements, développement des TIC, grandes infrastructures,
assainissement du port,
assainissement du secteur de l'électricité, du pétrole et de l'eau, etc.)
convergent donc vers son souci de
rendre le Bénin plus compétitif pour les opérateurs économiques et les
investisseurs béninois où
étrangers pour lesquels il a d'ailleurs créé un Conseil Présidentiel de
l'Investissement. La diplomatie
économiquement agressive qu'il déploie brillamment avec son ministre des
affaires étrangères, Mme
Mariam ALADJI BONI-DIALLO, vient donc catalyser tout cela pour donner à notre
pays, le Bénin ,
toutes les chances de mobiliser le monde pour sa révolution économique.
C'est dans ce cadre qu'il faut inscrire la visite officielle que Son Excellence
le Président Boni YAYI
effectue en ce moment en République Populaire de Chine. Il y est arrivé le
dimanche 27 août dans la
soirée, accompagné d'une délégation forte de 4 ministres, de plusieurs chargés
de missions, d'un
conseiller technique et de plusieurs autres cadres et opérateurs économiques
béninois. Après un accueil
des plus chaleureux et solennels, le Président Boni YAYI et sa suite ont
rencontré dans la matinée du
lundi 28 août les membres du Conseil Chinois
pour la Promotion du Commerce International
[CCPIT]. Lors de cette rencontre qui se voulait
un forum de promotion des opportunités
d'investissements et d'affaires au Bénin, les
liens de collaboration déjà très actifs entre le
CCPIT et la Chambre de Commerce et
d'Industrie du Bénin [CCIB] ont été confirmés
et renforcés. Après que le Président Boni
YAYI leur a présenté les opportunités et les
atouts dont regorge le Bénin, les
investisseurs chinois se sont montrés très
intéressés à faire affaires au Bénin dans des
domaines aussi variés que l'exploration
pétrolière et minière, la construction des
infrastructures, les télécommunications, la production de matériels agricoles,
le réseau ferroviaire,
etc. Ils ont alors promis d'organiser dans les prochaines semaines une mission
commerciale pour venir
prendre la mesure des opportunités que leur réserve vraiment le Bénin. Ils ont
été aussi très curieux de
savoir les garanties et les incitatifs à l'investissement que leur offre le
gouvernement béninois. Sur toutes
ces questions les réponses des hautes autorités béninoises les ont visiblement
satisfaits.
Après le CCIP, le Président Boni YAYI et sa suite ont tour à tour rencontré les
Présidents de la Banque de
Développement de Chine, de la Banque Populaire de Chine et de la Banque
Export-Import de Chine. Ces
trois personnalités qui entretenaient déjà
d'excellentes relations avec le Président
béninois ne lui ont pas marchandé leur
soutien. Elles se disent entièrement disposées
à couvrir la quasi-totalité des besoins
financiers présentés par le Benin dans le cadre
de ses grands travaux. A la demande de Boni
YAYI , elles ont promis d'étudier la possibilité
de mettre des lignes de crédit à disposition
des institutions financières béninoises pour les
appuyer dans leur politique de crédit bancaire
ou de micro crédits à taux préférentiel. Le
Président et sa suite ont, en outre, rencontré
le Président de la China National Offshore Oil
Corporation [CNOOC] qui est spécialisée dans
les explorations pétrolières pour identifier et exploiter des gisements de
pétrole au Bénin. Boni YAYI s'est
alors employé à les convaincre de rejoindre les sociétés américaines,
françaises, norvégienne, nigériane
et autres qui prospectent déjà les fonds marins béninois (maintenant sécurisés
par la délimitation à
l'amiable des frontières avec le Nigeria).
« Le Bénin appartient au même Golfe de Guinée que le Nigeria, le Cameroun, le
Congo, la Guinée ,
le Gabon. Si tous ces pays ont le pétrole, Dieu ne peut pas avoir été si
injuste pour ne pas en
donner au Bénin. Je suis convaincu et je suis prêt à parier que vous trouverez
aussi du pétrole
dans mon pays. Des blocs sont identifiés et disponibles pour exploration mais
nous voulons aller
vite, très très vite. Envoyez dès les prochains jours une mission d'études
préliminaires au Bénin
pour que nous allions très vite. », leur a-t-il dit, avec la ferme assurance
que le Bénin peut devenir un
pays producteur de pétrole. Il a d'ailleurs invité la CNOOC à participer au
projet de construction d'une
raffinerie au Bénin.
L'après midi de ce lundi 2 août 2006 fut des
plus mémorables pour la délégation béninoise
qui a été reçue par Son Excellence HU Jintao, le
Président de la République Populaire de Chine.
Accompagné d'une délégation des plus hautes
autorités chinoises, il a personnellement
conduit une séance de travail entre les
délégations chinoises et béninoises avant
d'offrir à ses invités béninois, un buffet digne
de la prestigieuse culture chinoise. De cette
séance de travail, il ressort essentiellement
que :
Les relations commerciales, économiques,
culturelles et politiques sont au beau fixe
entre les deux pays. Le Bénin abrite l'un
des rares centres culturels chinois en
Afrique, soutient toujours la Chine dans
les instances internationales et
entretient à tous les égards des relations
exemplaires avec la Chine ;
Pékin considère le Président Boni YAYI
comme un ami intime et fidèle du peuple
chinois de part ce qu'il a fait au profit de
la Chine en tant que Président de la
BOAD. En effet, Boni YAYI se serait rendu
4 fois au moins en Chine lorsqu'il était à
la BOAD. Sa visite en Chine quelques
mois après son investiture est donc allée
droit au cur des chinois qui n'ont pas
manqué de l'en remercier. Ils ont, en
conséquence, promis de tout mettre en
uvre pour lui permettre d'honorer ses
promesses électorales pour un
renouveau économique du Bénin;
Plusieurs sociétés chinoises ont déjà
investi au Bénin et continueront de le
faire, dans les domaines de l'agriculture,
du textile, des télécommunications, etc.)
avec les encouragements et le soutien du
Président HU Jintao;
Pour le coton, le Bénin est aujourd'hui le
2 ème fournisseur africain de la Chine
tandis que les échanges commerciaux
entre les deux pays sont en constante
croissance. Cette croissance soutenue
(et supérieure à 50% chaque année) ont
permis aux deux pays de faire des
affaires pour 1.09 milliards de dollars en
2005 et déjà 620 millions de dollars pour
le 1 er semestre 2006. C'est pour tout
cela, encore plus que par le passé, que la
Chine veut uvrer aux côtés du peuple
béninois qui lui a toujours été hospitalier
et fidèle.
Dans ces conditions, Boni YAYI ne s'est pas fait prier. Il a sollicité la Chine
et pour construire a Bénin un
échangeur, un nouvel hémicycle et une résidence présidentielle. La Chine s'est
montrée favorable à la
construction de l'échangeur et promet étudier les autres projets. Avant la
signature de plusieurs accords
entre les deux pays, Boni YAYI a aussi accepté une invitation du Président HU
Jintao pour participer en
novembre prochain au sommet sino-africain qui réunira les Chefs d'Etats
africains autour du Président
Chinois.
Enfin et pour ses premières 24h en Chine, le Président Boni YAYI a obtenu la
signature des conventions
et accords de coopération ci-après :
Un don d'environ 2 milliards de francs CFA de la Chine au Bénin;
Un prêt à taux préférentiel de 1.5 milliard de francs CFA environ;
Un don de matériels agricoles d'une valeur de 350 millions de francs CFA;
Un don de médicaments contre le paludisme d'une valeur de 150 millions de
francs CFA;
Un accord de coopération culturelle 2006-2009;
Un contrat entre la Banque Export-Import de Chine et le Bénin pour financer le
projet de
modernisation de la Poste béninoise pour en faire une cyber poste;
Le projet de construire à Cotonou un Centre de Développement Économique et
Commerciale de
la Chine , pour rayonner dans toute la sous région, a été aussi confirmé. Ses
travaux
démarreront dans les prochains jours.
Sur plusieurs autres dossiers très sensibles pour le Bénin , le gouvernement
chinois a promis d'appuyer
ses entreprises pour qu'elles puissent massivement investir au Bénin.
En attendant la suite de cette visite officielle, on peut déjà dire que le
Président Boni YAYI continue de
séduire ses hôtes de par le monde et que notre pays doit plus que jamais se
mobiliser et travailler pour
en profiter. Si chacun de nous y met du sien pour faire reculer la corruption
et rendre notre pays
compétitif, il est permis de croire que notre révolution économique est déjà en
marche.
