Many colleges have a large number of students from out of state, whose home 
states are expected to be close contests in the upcoming election. A 
organized voter registration campaign can greatly increase the number 

Key 2008 battleground states: 

Colorado --- 32108 Coloradoans are away at college in other states. 

Michigan --- 36560 Michiganders are away at college in other states. 

Ohio --- 62484 Ohioans are away at college in other states. 

Virginia --- 49640 Virginians are away at college in other states.

It requires organizational skills and creativity to reach and motivate these 
key voters. You can find them through facebook groups, through campus 
directories, through flyers, at tables and events, and most effectively by 
assigning teams to personal contact in residence halls ("dormstorming").

registering by mail and requesting a ballot by mail. It's a good resource 
for printing forms, for a person-to-person registration campaign.

you to check how many students from each state are at your school.

are enrolled: Top 300 schools, ranked by a large number and a large 
percentage of students from key states.

How to mount a campaign to help students 

Register by mail, if they aren't already registered 

Request an absentee (mail-in) ballot. (This is not the 
same thing as "early voting" 

Receive an absentee ballot, vote, and mail it in 

1.) Complete instructions for each state are at 
longdistancevoter.org. Forms, rules, deadlines, and ID requirements vary 
state by state. The more you can help students to complete the forms and to 
send them in on-the-spot, the more effective your campaign will be. For 
instance, having postage stamps & envelopes 
available makes a significant difference in outcome. 

2.) Many state registration deadlines are 30 days before the election. A few 
states allow registration even later. Absentee ballot requests can be later 
still. 

3.) Battleground states at this point look like Colorado, Florida, Indiana, 
Iowa, Michigan, Missouri, Nevada, New Mexico, Ohio, Pennsylvania, Virginia, 
and Wisconsin. 

4.) As with all election work, follow-up is essential. Get contact 
information for the students that you help register. Call them well ahead of 
election day to make sure they mail their ballots. If you can't complete 
their registration and absentee ballot application 
materials on-the-spot, call them to make sure they've completed the process. 

5.) Answers to some common questions: 

I'm registered somewhere else. Do I have to cancel that first? 
You can legally register in your home state, just so long as you only vote 
in one location

Can I send in the absentee ballot request together with the registration 
form? 
Yes 

I'm not sure if I'm registered already. 
It does no harm to send in another registration form 

Will registering in my home state affect my residency status for in-state 
tuition purposes? 

In most cases no, but residency definitions vary from college to college. 
(Determine this locally.) 

I'm already registered, how late can I request an absentee ballot? 
Most states will honor requests at any time. However, your ballot must be 
voted, mailed, and (in most states) also received by election day to be 
counted.
