I have had the same problem with the same ewe for 2 lambings now.  We used a 
homemade halter to tie her head between the stall panels.  We tied the ropes 
so that she could move a little.  put feed and water where she could get it, 
and left the lambe with her.  They would suck and she would try to butt them 
off, but if they were hungry, they just hung on!!!! I did feed them freeze 
dried colustrum in case they did nto get enough.  We left her tied this way 
for 2 days.  that was 6 weks ago.  She now has no problem with claiming 
them.   I can't explain why this happens, but from my limited experience, it 
will happen again.  This is one of my oldest ewes in the flock.  This spring 
after the lambs are raised, we are going to do a lot of culling.
