That requirement has been in effect for 27,000 gross weight rating and also air brakes for almost 10 years. I have had a commercial license since the beginning. I also have to go every 2 years and recertify for the hazardous materials endorsement.
However I was not aware of the 10,000 requirement. I would assume that if you had a farm tag on the truck you would be ok. It is just another way the gov't is paying off the debt..
