I had this problem a while back. First item would be to check your
XF86Config-4. Here's my keyboard configuration that works:
Section "InputDevice"
Identifier "Keyboard1"
Driver "Keyboard"
Option "AutoRepeat" "500 30"
Option "XkbRules" "xfree86"
Option "XkbModel" "pc104"
Option "XkbLayout" "us"
EndSection
Second item would be to try using bbconf to configure the key binding.
