I noticed the difference, but some applications are annoyingly helpful and
make a regex case insensitive.  I didn't see anywhere in the man pages
that specified one way or the other.  

However, the examples do make explicit use of both To: and the TO
substitution.  So, it would appear that I was correct in my earlier
assertion that if one specified "To: [EMAIL PROTECTED]" procmail
would not locate the address in the Cc: header.  While procmail could be
configured to do so.
