this is defined in the ICCCM.

WM_NORMAL_HINTS(WM_SIZE_HINTS):
                program specified minimum size: 26 by 18
                program specified resize increment: 7 by 14
                program specified base size: 19 by 4
                window gravity: NorthWest

the resize increment section is how Blackbox knows to use row/column rather 
than X/Y.
