Actually, they are needed.  The locale describes not only the language, 
but also customs and practices used in the specific country.  For 
example, the en_US locale uses a the '$' (dollar) character as the 
monetary symbol.  The en_GB locale uses the '�' (pound) as the monetary 
symbol.
