fluxbox is referring to netwm aka ewmh support. This is the cross desktop environment standard for workspaces, focus lists, etc. That is THE focus of the 0.70 development. Applications should function fine without this support they will just not behave in an integrated fashion. The issues you are describing sound like an internal KDE problem.
