KDE can accomplish this with its own apps but not with just any app.

The reason for this is much the same as for the reason why blackbox can not 
ensure that a window opens on the workspace where it was started.

So, you start an app from the menu.  Blackbox happily spawns that process.  At 
this point it FORGETS about the new process and goes on its merry way.  
Sometime later (one hopes) the launched app appears by mapping its window(s).  
In X there is *NO* way to tie that new window to the process spawned moments 
earlier.  The free desktop group (where the netwm spec came from) have a 
draft spec that attempts to solve this problem.  However, it will only work 
with apps which support it.  KDE implemented this before the spec so they 
have to retool their programs.  To my knowledge GNOME has not fully 
implemented it yet.
