Making all in de_DE

Another time I got:

Making all in da_DK
Translation.m:8: invalid character: message ignored
Translation.m:9: invalid character: message ignored
..

So I set my LC_ALL to C. Then:

Making all in es_AR
Translation.m:3: invalid character: message ignored
Translation.m:4: invalid character: message ignored
Translation.m:7: invalid character: message ignored
..

Then I ran it again:

Making all in fr_FR

Translation.m:5: invalid character: message ignored
..

This is blackbox-0.65.0.

I have gencat (GNU libc) 2.3.2.

I have read several postings on web (and saved postings from this list). I
want all the locales to be built. I don't want any skipped or ignored.
(Because this is for a bsetroot package for pkgsrc ... for Linux.)

Does anyone know of a fix for this?

Maybe I should be asking the GLIBC developers?

I don't see this problem when using BSD libc gencat (from NetBSD 1.6.1).
