Blackbox cares about style files, which are one text file and usually go into ~/.blackbox/styles, and wallpapers, which traditionally go into ~/.blackbox/backgrounds. Since in ~/.blackboxrc you can specify the full path to a style file, and in turn the style file can specify a full path to a wallpaper, the above are just conventions and you can keep files anywhere you want. Whatever other things a theme pack may contain has nothing to do with Blackbox and you should use them as you see fit.
