Kwin could be doing its own calculations as to screen-size, simply by
deliberately avoiding anything that had other hints set on it.

I gave up trying to figure out why parts of KDE do what they do a long time
ago, when I trashed KDE.

The Debian-packaged fbpanel sets both _NET_WM_STRUT and
_NET_WM_STRUT_PARTIAL, as well as _NET_WM_WINDOW_TYPE_DOCK.
