This is a known bug... from the beta1 announcement:

 This is the first beta, and it is lacking a few things:

 3. Focus Last Window on Workspace - this doesn't work yet either.  
 Like above, nothing to stop the release about.  In fact, I will
 probably have this fixed before the next beta.

No wonder it doesn't work ;)

This indicates a bug in the focus handling code.  At the top of 
src/blackbox.cc, uncomment the '#define FOCUS_DEBUG' and send me the 
output of when you manage to get a window that looks like it's focused, 
but it's really not.
