i use the mouse wheel to change desktops & shade via the toolbar:
to me, it's a basic feature of Blackbox.
my desktop menu contains the path
Configure -> Configure -> Mouse wheel -> Changes workspace (X)
Changes focus
Reverse scroll
so it's already a toggle AFAICS : just what do you propose to change ?
