Umm, I think there's a bit of confusion here. The window decorations are one thing, the frame is another. The frame cannot be set like that in 0.70 anymore, because there's no frame to speak of. 0.65 had a continuous frame around the window. 0.70 has the titlebar, the handle+grip at the bottom, plus two bars on the sides. On the other hand, decor can be toggled on/off via bbkeys on a per window basis, or you can use devilspie to set it off always for all aterms.
