On #blackbox i got the reply:
<TDF> configuration -> window placement
<TDF> [config] (Configuration)
<TDF> add that to yer menu if it's not there already
<TDF> and restart bb
<TDF> then you can toggle how smartplacement works from yer menu
Worked for me, but not in .blackboxrc.
