does bbkeys need to be suid root for a non-root user?

when i try to start it as a normal user (something like this):

$ bbkeys -i &

it doesn't seem to use the bindings.

if i try something like the following:

$ su -c 'bbkeys -i &'

it seems to work fine.  if i'm doing something silly, feel free to bash
me :-)
