The runtime config menu is not going to be present by default. You must
place the [config] tag somewhere in your menu file. This blackbox feature
allows you to switch things like the focus model and opaque window moving
on the fly. That's where the hide_toolbar patch places the 'Hide Toolbar'
option. You can also hide your toolbar by placing the line
session.screen0.toolbar.hidden: True
in your .blackboxrc file.
