Right now, if I want to go to another workspace, empty or not, I have to
click the small arrows at the bottom of the screen ( They are _very_
small in my 19" screen ;-). If I want to open a new program in a new
workspace, I would first go to the workspace and then open the program.
This is why I need to be able to go to empty workspaces.
And it's much easier to do it with key combinations, I've never been able
to use them in the 0.60.x series of Blackbox.
