mouse and windows behaviour

I am trying to get windows to behave in what I think of as the
"natural" way.  I.e. On a mouse click, I would like a window to be
raised to the top and stay there until further mouse clicks and also
become the current window (i.e. accept input).  I have experimented
with the various settings that I think are available, but none of them
has done the trick.

Is there a setting for this? And if so what is it?
