First off, what version of blackbox are you running?  Most importantly,
what Window Placement model are you using?  I have noticed that cascade
placement tends to start things well offset from the upper left hand
corner, much more so than smart placement.  Unfortunately, netscape is
broken in this regard on its own, it defaults to opening at +10+10 rather
than where the window manager would like, which is annoying.

For a general solution, I would see if smart placement improves your
fortunes if you are not currently using it.  You can also run apps with
the -geometry option (this works particulary well for netscape, I run mine
as netscape -geometry 1000x725 so it takes up a lot of my 1024x768 screen
on start accounting for the 10x10 default offset)

If you are getting this kind of behavior for all apps, with smart
placement, under 0.61.1, thats a different matter.
