Works fine for me on a 2x3 (thanks again Jason!). Did you
tweak *both* bbkeys.bb *and* bbpager.bb to configure them
for the proper number of rows (or columns)?
I haven't tried to break the functionality by making the two
configurations disagree, but this could be your problem.
And here are the relevant lines from my ~/.bbkeysrc:
KeyToGrab(Down), WithModifier(Control), WithAction(DownWorkspace)
KeyToGrab(Left), WithModifier(Control), WithAction(LeftWorkspace)
KeyToGrab(Right), WithModifier(Control), WithAction(RightWorkspace)
KeyToGrab(Up), WithModifier(Control), WithAction(UpWorkspace)
