With netscape there is a geometry setting you can add to the .Xdefaults
file.
Cant remember what it is, but it's in the PublicWebBrowser-HOWTO.
You'll find it either installed on your system or at linuxdoc.org

Not too sure if .Xdefaults can position a window,
