I have a very good advise for you about the blackbox configuration
files. If you read all the manpages of blackbox and all the blackbox
tools you wish to use (if no manpage for a certain bbtol, read the
README comes with the source, etc.). If you read them all, then you will
know how to configure them on your own. Therefore you don't have to use
bbconf, and you can specify where the config files should be. For
example I have a ~/.blackbox directory, and (nearly) all my blackbox
config stuff resides there.
If you look at the configuration file of blackbox, you will se, you can
specify where the (user) menu file is. If you start blackbox with the
-rc parameter, you can specify, where the user's blackbox configuration
file is. For bbkeys there is a -c parameter, so you can put the bbkeys
config file into that ~/.blackbox dir.
If you desire not to have separate config files for each user, I think
it is possible also. In this case every user will have the same
configuration. Try to set up an environment acceptable for every user,
and try to make it read only. (For example do not put the Configuration
menu into the menu file, do not allow them to change styles,...)
