Something similar to window's tile feature, but doesn't resize, I hate

I do this a bunch, I'll have one "main" xemacs window with the code
I should be working on maximized, and open up a bunch of smaller
frames for doco and side-tasks.

Perhaps I could mark a window as being on a non-default layer, and
smart placement would be per-layer.  This would, of course, require
the concept of layers in blackbox. :)
