Different people hack on each tool. So it makes little sense to lump them together. Also not everyone wants all of those parts. Many people are happy with just blackbox, others want just a little more. Frankly this is much preferred over the KDE approach of "here have everything and sort it out yourself". But also realize this works for KDE because they have a fixed release schedule they all work towards. This is not the case here.
