Fortunately, or not, depending on your point of view, in order to install Evolution, a bunch of GNOME core components have to be installed as well... and typically the GNOME Control Center is part of that installation. You'll need to go into it (run the program 'gnomecc' if you don't have it as a menu item for your distribution) and set the appropriate URL handlers. I've set mine to use galeon for http:// and https://, and gftp for ftp://. This works well for me in Blackbox 0.62.1-1.
