i wonder if this is related to something i noticed. take a window, use bbkeys to toggle the decore off, then restart blackbox. the window that was decore-less will now have the title bar, using bbkeys to toggle bbkeys will seem to do nothing the first time (i'm guessing since it's setting it back to being decorated), then a second time it'll go back to its old decore-less state. is blackbox ignoring the decore flag when it restarts (and would that be somehow related to this workspace change bug)?
