Well, you could put it like that =). But I would look at this as logical behaviour. When a window is maximised, you seldom want it out of place/moved in this state, you want the whole thing visible and as big as possible. When, for instance, you shade maximised windows and such, it sometimes happens that you move it a little by accident. Placing a lock on the position would be nice, at least as optional behaviour.
