i have been having the same problem with the plugins list coming up blank sometimes but there does not seem to be a pattern. sometimes i just click the 'reload' button and then close the preferences window entirely and then reopen it once or twice while fiddling with the reload and it comes up all of a sudden but possibly with a lag of a few seconds.
its better than not coming up at all and i dont need to mess with it that often.i have come to realize i need to leave good enough alone with this app so that i can at least get the excellent functionality i have so far had. i also hope that leopard does not break it once i upgrade. anyone have crashes when using the 'show source in catalog' action ? hangs? spinning beach ball?
