Interesting. You can change Safari's shortcut in the Keyboard &Mouse System Prefs, in the Keyboard Shortcuts tab. But you can't put mouse keys on that.

To do that, I think you need to create an AppleScript that changes Safari Tabs and then create a trigger to run it and assign it to a mouse key or corner.
