Note that ~/ represents your home folder. There are two Libraries on your system, at the root as in /Library which is what is in the finder sidebar and ~/Library which is inside your user's home folder.

Also you'll only see the Shelves/QSPasteboardHistory.qsshelf file if you've installed the Clipboard History plugin.
