I have the same behaviour even under Leopard but I was never able to fix it. And looking at the source code confirms that localization is just blended out in many cases to be worked on later. You can however double click action names in Action preferences and give them another name. With some QS builds it will let you type the new given name instead of the plugin-registered action names. This works unreliably on current version and Leopard 10.5.8.
