Where the command window appears depends on the particular interface plugin you are using. Bezel, for example, always appears in the centre of the primary display. Some other plugins, such as Primer, allow the user to reposition the command window by dragging it around. I am not aware of any plugins that automatically follow the mouse, but it is theoretically possible to create one, so there might be one out there somewhere.
