It is for sending whatever you have selected to Quicksilver. The name is atrociously cryptic, but the service itself is quite useful.
If you want to customize which services appear in the contextual menu, go to the Services menu in some application (Finder, Safari, iCal, whatever) and click on Services Preferences. Then simply use the checkboxes to set things up exactly how you want.
