Have you tried downloading and installing the 'updated' UI access plugin here:

http://github.com/neurolepsy/blacktree-elements/downloads

I think the feature you're after is broken in the stock QS download.

After downloading the new plugin remove the UIAccess.qsplugin from
 
~/Library/Application Support/Quicksilver/PlugIns 

then unzip your downloaded file, double click to install it, restart QS and 
hopefully it'll be working.
