First, if Quicksilver's preferences are not working for you, you
should install the latest version (β58 at the time of writing), which
available from the Quicksilver section of http://blacktree.com, or
directly from http://github.com/tiennou/blacktree-alchemy/downloads.

If your Quicksilver activation shortcut (Control-Space by default) is
not working, you can also activate it by double-clicking on the
Quicksilver application itself in Finder. Then you can go into the
preferences and adjust the activation shortcut to something else
instead.

Background applications never appear in the Force Quit dialog, so that
is why you cannot find Quicksilver listed there. Instead, you can use
Activity Monitor (in /Applications/Utilities) to control all your
running processes.
