Try making the Command as normal in QS and when you have 'Scale
Image…' in selected in pane 2, press ⌘C to copy the Action.

Then make a Trigger with Current Selection in pane 1, and paste the
clipboard Action into pane 2. Make sure pane 3 is completely clear by
pressing ⌘X, tabbing round, and pressing ⌘X again before saving.
