The iCal plugin is in need of some work. For a long time it wasn't even functional on Mac OS X 10.5+. Thankfully, the coders have now updated it to work with more recent versions of the operating system, but expanding and improving the feature set has not yet occurred. Creating all-day events is one such as yet non-existent feature.
