I assume the Finder window in question is in column view? Another known* bug. 
The Services menu is empty when a folder is selected in Column view. If you 
switch to Icon or List view, they show up.

* I've personally reported it to Apple and they marked it as a duplicate, so 
they definitely know. Clearly it’s not a priority though, as it’s still broken 
in 10.8.
