For the sake of completeness PlistBuddy comes with OS X, if not try
searching for it, other apps come with it too.

locate -i plistbuddy
/Library/Receipts/GarageBand.pkg/Contents/Resources/PlistBuddy
/Library/Receipts/GarageBand_Instruments.pkg/Contents/Resources/PlistBuddy
/Library/Receipts/GarageBand_Loops.pkg/Contents/Resources/PlistBuddy
/Library/Receipts/RemoteDesktopClient.pkg/Contents/Resources/PlistBuddy
/Library/Receipts/iLife '09.pkg/Contents/Resources/PlistBuddy
/Library/Receipts/iLifeSoundEffects_Loops.pkg/Contents/Resources/PlistBuddy
/Library/Receipts/iTunesX.pkg/Contents/Resources/PlistBuddy
/usr/libexec/PlistBuddy
/usr/share/man/man8/PlistBuddy.8
